Baseball Commissioner Rob Manfred expressed concern that the owners' salary cap proposal could trigger a work stoppage similar to the 1994-95 strike that canceled the World Series for the first time in 90 years. Manfred, who was a junior lawyer on the owners' bargaining team during those negotiations, stated that the luxury tax system in place since 2003 has failed to address competitive balance concerns.

Owners recently made their first cap proposal since 1994, with players vowing to fight against it indefinitely. The luxury tax has seen increasing payments, with nine teams paying the penalty in both 2024 and 2025, including the Dodgers who were hit with a $169.4 million bill.
